Commends and congratulates Malcolm Butler, a Vicksburg native and New England Patriots cornerback, for winning Super Bowl LI by defeating the Atlanta Falcons 34-28 in overtime, becoming the first team to win a Super Bowl in overtime.

Recognizes Butler's achievement as a two-time Super Bowl champion and his selection as Grand Marshal for the 2017 Vicksburg Mardi Gras Parade.

Acknowledges Butler's perseverance overcoming setbacks including being kicked off the Hinds Community College football team and working at Popeyes before ultimately earning a free agent tryout with the Patriots and making the opening day roster.

Notes Butler's college career path through Alcorn State University, Hinds Community College, and the University of West Alabama, where he earned All-State and All-Gulf South Conference honors.
