Authorizes the House Management Committee and Senate Rules Committee, meeting jointly, to open fourth floor office space in the New Capitol Building to competitive bidding for news media organizations.

Amends the October 1, 2001 joint resolution that previously allocated press office space without charge or competitive bidding requirements.

Allows reallocation of the fourth floor press space for other legislative uses if no acceptable bid from news media is received.

Requires copies of the resolution be transmitted to the press.
