Authorizes issuance of state general obligation bonds not to exceed $2,000,000 to furnish, equip, repair, and renovate the Freedom House in Canton, Mississippi.

Creates a special fund designated the "2017 Freedom House Repair and Renovation Fund" to be maintained separately by the State Treasurer, with unexpended amounts and interest earnings remaining in the fund rather than reverting to the General Fund.

Grants the State Bond Commission authority to determine bond terms including dates, denominations, interest rates (subject to statutory limits), maturity dates (not exceeding 25 years), and redemption provisions.

Pledges the full faith and credit of Mississippi for bond repayment, requiring the State Treasurer to pay any deficiency from unappropriated state funds if legislative appropriations are insufficient.

Exempts bonds and income from all Mississippi state taxation and authorizes the State Treasurer and Department of Finance and Administration to issue warrants for timely payment of principal and interest when due.
