Defines "post-acute residential brain injury rehabilitation facility" as a facility with no more than 12 beds providing long-term nonacute rehabilitation to patients with acquired brain injury.

Requires post-acute residential brain injury rehabilitation facilities to be located at least 25 miles from the nearest acute care rehabilitation hospital to be eligible for licensure.

Mandates that any person establishing, conducting, operating or maintaining a post-acute residential brain injury rehabilitation facility must obtain a license from the State Department of Health.

Requires the State Department of Health to adopt and enforce rules, regulations and standards for post-acute residential brain injury rehabilitation facilities alongside existing standards for ambulatory surgical facilities, abortion facilities, and freestanding emergency rooms.

Takes effect July 1, 2017.
