Authorizes issuance of up to $30 million in state general obligation bonds to fund Phase II of construction, furnishing, and equipping a new Department of Public Safety headquarters building

Headquarters building to be located adjacent to the Mississippi Crime Laboratory and State Medical Examiner central office in Rankin County

Creates the "2017 Department of Public Safety Headquarters Building Construction Fund" as a special fund within the State Treasury to hold bond proceeds

Bonds must be issued before July 1, 2021, with a maximum maturity of 25 years from date of issue

Bonds and income from them are exempt from all state taxation and constitute full faith and credit obligations of the State of Mississippi
