Establishes that retirement benefits from the Public Employees' Retirement System (PERS), Supplemental Legislative Retirement Plan (SLRP), and Mississippi Highway Safety Patrol Retirement System (MHSPRS) are conditioned on honest and faithful performance of public duties, effective July 1, 2017.

Requires court proceedings to determine if members convicted of or pleading guilty/nolo contendere to felonies related to their state employment should be terminated from membership and forfeit all retirement benefits.

Prohibits benefit forfeiture until all appeals of the conviction are exhausted or appeal deadlines expire, with the Attorney General confirming final disposition before the system terminates membership.

Provides that terminated members receive refunds of their accumulated contributions without interest; if already receiving retirement allowances, any difference between amounts received and total contributions is refunded without interest.

Members terminated under this act cannot repurchase service credit or receive creditable service for prior employment, though they may rejoin the system if later reemployed in state service.
