Grants preference to resident bidders in public contracts when bids are substantially equal in quality and service but differ only in price, if resident bids are not more than 2% higher than the lowest nonresident bid.

Applies reciprocal treatment to nonresident bidders from states with their own resident preference laws, awarding Mississippi contracts only on the same basis their home state awards contracts to Mississippi residents.

Requires nonresident contractors to attach a copy of their home state's current law regarding treatment of nonresident bidders when submitting bids for Mississippi contracts.

Extends preference provisions to commodities grown, processed, or manufactured within Mississippi under the same 2% price differential threshold in Section 31-7-15.

Takes effect July 1, 2017.
