Prohibits civil actions for wrongful birth claims, preventing liability for damages based on allegations that a child would not have been born but for the defendant's act or omission.

Prohibits civil actions for wrongful life claims, preventing liability for damages based on allegations that the plaintiff would not have been born but for the defendant's act or omission.

Applies the prohibition regardless of whether the child is born healthy or with a birth defect or other adverse medical condition.

Excludes intentional or grossly negligent acts or omissions from the prohibition, including acts or omissions that violate criminal law.

Effective date: July 1, 2017.
