Amends Section 37-21-53 of the Mississippi Code to expand the duties of the State Early Childhood Advisory Council (SECAC) located in the Governor's Office.

Adds specific coordination responsibilities including aligning paperwork, eliminating duplication of monitoring visits and evaluations across agencies, developing common forms, and sharing compliance data between agencies serving preschool-age children.

Requires SECAC to develop standards for core competency development for early childhood teachers through professional continuing education in consultation with university schools of education.

Expands SECAC membership to include representatives from the Mississippi Senate (recommended by Lieutenant Governor) and Mississippi House of Representatives (recommended by Speaker), in addition to existing agency representatives.

Takes effect July 1, 2017.
