Amends Section 57-26-5, Mississippi Code of 1972, to add an expiration date for certificates issued under the Tourism Project Sales Tax Incentive Program for cultural retail attractions.

Certificates for cultural retail attraction tourism projects shall expire on July 1, 2017, unless the project is completed by that date.

Applicants must submit a $5,000 application fee and provide project plans, financing details, and an independent study projecting out-of-state visitor numbers.

The Mississippi Development Authority (MDA) Executive Director reviews applications and issues certificates to approved participants meeting tourism project qualifications.

Certificates for cultural retail attractions could not be issued after July 1, 2014; certificates for other tourism projects could not be issued after July 1, 2020.
