Amends Section 37-135-1 of the Mississippi Code to remove the requirement that Mississippi residents attending out-of-state colleges of optometry through the Southern Regional Education Board (SREB) contract program must return to practice optometry in Mississippi after graduation.

Applies to students who on or after January 1, 2011, attend any college of optometry located outside Mississippi's boundaries.

Notes that Mississippi was the only SREB participating state requiring students to return to practice in-state after graduation, despite no such requirement existing for the first 18 years of the program beginning in 1973.

Takes effect July 1, 2017.
