Increases the maximum gross vehicle weight limit for vehicles issued harvest permits from 84,000 pounds to 86,000 pounds under Section 63-5-33(5)(a).

Deletes the July 1, 2019 repeal date for harvest permit provisions in Section 27-19-81(4), making the program permanent instead of temporary.

Deletes the July 1, 2019 repeal date for harvest permit weight provisions in Section 63-5-33(5), extending indefinitely the authorization for vehicles hauling sand, gravel, woodchips, wood shavings, sawdust, fill dirt, agricultural products, and unprocessed forestry products.

Harvest permits continue to cost $25.00 per permit valid for one year, with fees distributed quarterly to counties for road and bridge maintenance.

Effective date is July 1, 2017.
