Amends Mississippi Code sections 49-17-743 and 49-17-745 to add restrictions on county utility authorities created under the Mississippi Gulf Region Utility Act regarding service expansion.

Prohibits county authorities from extending or expanding water, wastewater, and storm water services to any area unless the cost of providing service to customers in that area does not exceed the regional average charged by county authorities.

Prohibits county authorities from extending or expanding water, wastewater, and storm water services to any area unless the environmental impact from providing such service will be minimal.

Applies these two conditions to both Section 49-17-743(2) and Section 49-17-745(9) of the Mississippi Code.

Takes effect July 1, 2017.
