Revises the definition of "underserved community" to use United States Department of Agriculture data, The Reinvestment Fund data, and equivalent methodologies instead of Tier Two or Tier Three county designations.

Removes the prohibition on state funds being used directly as a source of funding for food retailers, allowing state funds to support eligible projects.

Adds new eligibility requirements for grocery stores (minimum 30% of retail space for perishable foods) and convenience stores (funding for refrigeration and displays of perishable foods).

Authorizes the Mississippi Development Authority to use up to 10% of program funds for administrative costs of implementing the program.

Expands the types of loans available to include "direct and/or forgivable" loans and requires annual reports to the Legislature that include health impact data.
