Creates the Mississippi Delta Enterprise Zone comprising Bolivar, Coahoma, Holmes, Humphreys, Issaquena, Leflore, Quitman, Sharkey, Sunflower, and Washington counties to improve the small business climate through incentives, incubators, and tax benefits for independent grocery stores, farmers markets, and convenience stores.

Directs the Mississippi Development Authority to develop new strategies for the enterprise zone including targeted tax incentives, training, and technical assistance to increase business activities.

Establishes a coordinator position appointed by the Delta Enterprise Zone Advisory Board to administer zone activities, conduct business outreach, identify business needs, and coordinate with economic development entities and community colleges.

Creates the Delta Enterprise Zone Advisory Board composed of representatives from four community colleges, the Mississippi Development Authority, Department of Employment Security, and five business leaders appointed by the Governor, Lieutenant Governor, and Speaker of the House.

Takes effect July 1, 2017.
