Amends Mississippi's compulsory school attendance law to include kindergarten-age children (five years old as of September 1) under the requirement to attend school.

Requires kindergarten-age children to enroll in and attend licensed public, parochial, nonpublic, or legitimate homeschool kindergarten programs that address cognitive, social, and emotional needs.

Defines "school" for kindergarten purposes to include any licensed public, parochial, or nonpublic kindergarten program, or legitimate homeschool kindergarten program.

Changes the definition of "compulsory-school-age child" to begin at age five instead of age six, making kindergarten attendance mandatory rather than optional.

Takes effect July 1, 2017.
