Requires all school resource officers and security personnel with peace officer powers to complete a minimum of 40 hours of specialized law enforcement training before acting in their official capacity or interacting with students.

Training must include child adolescent development, cultural competence, deescalation techniques, identifying mental health needs, directing youth to services, and due process protections for students.

Training requirements are to be jointly determined and prescribed by the Board on Law Enforcement Officer Standards and Training and the State Board of Education.

Personnel who fail to complete required training cannot exercise peace officer powers on school property.

Effective date is July 1, 2017.
