Changes the compulsory school attendance age from six (6) years to five (5) years, making kindergarten-age children subject to mandatory enrollment in public or legitimate nonpublic schools.

Removes the previous exception allowing five-year-olds to only be subject to compulsory attendance if enrolled in a full-day public school kindergarten program.

Applies all existing compulsory school attendance law provisions to five-year-olds, including the requirement to enroll within 15 calendar days of the school year start or face penalties.

Defines "compulsory-school-age child" as any child who has attained or will attain age five (5) by September 1 and has not attained age seventeen (17) by September 1 of the calendar year.

Effective date: July 1, 2017.
