Adds the State Public Defender to the purposes of Mississippi Code Section 37-26-1 to provide education, training, and technical assistance for public defenders in all Mississippi courts.

Increases the court education and training cost in all civil cases from $2.00 to $3.00, collected by court clerks at the time of filing.

Revises the distribution of collected court education costs from 75% to the State Court Education Fund, to 50% for the State Court Education Fund and 25% each to the newly created Public Defenders Education Fund and State Prosecutor Education Fund.

Directs court clerks to deposit collected costs monthly with the State Treasurer, clearly marked for allocation to the State Court Education Fund, Public Defenders Education Fund, and State Prosecutor Education Fund.

Takes effect July 1, 2017.
