Amends Mississippi Code Section 63-7-11 to require vehicles operated on public roads, streets, or highways to operate front and rear lamps during sunset to sunrise and whenever precipitation or other conditions necessitate windshield wiper use.

Establishes two specific times when headlights must be used: during the period from sunset to sunrise, and whenever windshield wipers are needed due to precipitation or other conditions.

Applies to all vehicle classes with requirements specified in Section 63-7-13, with exemptions for parked vehicles as provided in the chapter.

Takes effect July 1, 2017.
