Requires the Natchez-Adams Special Municipal Separate School District board of trustees to be elected rather than appointed, beginning with the election on the first Tuesday after the first Monday in November 2019.

Establishes five board members to be elected from five special trustee election districts that are coterminous with the county board of supervisors districts, each serving four-year terms.

Designates school board elections as nonpartisan, with candidates filing by March 1 of election years, paying a $15 filing fee, and appearing on ballots in alphabetical order with no party affiliation listed.

Provides that the candidate receiving the highest number of votes shall be elected, and specifies that all qualified electors may vote regardless of party affiliation.

Requires vacancies to be filled by appointment within 60 days by whichever governing authority (municipal or county) has more students in that district, with special election procedures if the unexpired term exceeds six months.
