Requires the Mississippi Department of Corrections to provide cash overtime pay instead of compensatory time to all corrections officers, law enforcement staff, and other employees working in correctional facilities for all overtime hours under the federal Fair Labor Standards Act.

Amends Section 25-1-98 to allow exceptions to compensatory leave requirements for legal holiday work "as otherwise provided by law," permitting MDOC employees to receive cash overtime instead.

Amends Section 25-3-92 to allow exceptions to compensatory leave provisions "as otherwise provided by law," enabling MDOC to pay cash overtime for work after normal hours and on state holidays.

Amends Section 25-9-119 to clarify that State Personnel System rules and regulations are binding on all state agencies "except as otherwise provided by law," allowing MDOC to implement the cash overtime policy.

Effective date: July 1, 2017.
