Requires the Mississippi Department of Corrections to pay corrections officers, law enforcement staff, and other employees for all accumulated compensatory leave upon termination of employment or death.

Payment shall be made to the employee or, in case of death, to the employee's estate.

Amends Section 25-9-119 of the Mississippi Code to clarify that State Personnel System rules and regulations are binding on state agencies "except as otherwise provided by law," establishing this compensatory leave requirement as a lawful exception.

Effective date is July 1, 2017.
