Extends the time limit for earned probation eligibility when offenders are assigned to the Youthful Offender Unit (YOU) and requires courts to retain jurisdiction over these offenders while they remain in the YOU.

Requires the Mississippi Department of Corrections to notify the sentencing court at least 30 days before removing an offender from the YOU, unless the removal is based on a violation of departmental rules.

Mandates a resentencing hearing before a judge before any offender can be transferred from the YOU to a separate correctional facility, where the offender has the right to counsel and can present mitigating evidence including educational, mental health, and substance abuse counseling participation.

Prohibits judges from imposing a greater sentence than originally given during the resentencing hearing, while allowing both the offender and state to present evidence and witnesses.

Takes effect July 1, 2017.
