Abolishes the Mississippi Prison Industries Corporation effective July 1, 2017, transferring all duties, assets, liabilities, and employees to the Mississippi Department of Corrections.

Grants the Commissioner of Corrections authority to perform the abolished corporation's functions and reorganize positions and programs as needed for efficiency.

Repeals the Mississippi Prison Industries Act of 1990 (Sections 47-5-531 through 47-5-575) and removes references to it in state law.

Maintains the Prison Industry Enhancement Program allowing the Department of Corrections to employ offenders at market-rate wages with deductions capped at 80% for taxes, room and board, family support, and crime victims' compensation contributions.

Requires offender participation in employment programs to be voluntary with advance written agreement to all wage deductions and financial arrangements.
