Amends Section 47-7-3 of Mississippi Code to clarify parole ineligibility for offenders convicted between 1995 and 2014.

Removes "arson," "felonious abuse of vulnerable adults," "felonies with enhanced penalties," and "sale or manufacture of controlled substance" from the definition of "nonviolent crime" for parole eligibility purposes under paragraph (f).

Preserves parole eligibility for offenders convicted of possession of controlled substances after July 1, 1995, and those convicted of sale or manufacture after serving one-fourth of their sentence.

Takes effect July 1, 2017.
