Requires the Natchez-Adams Special Municipal Separate School District board of trustees to be elected rather than appointed, beginning with elections on the first Tuesday after the first Monday in November 2019.

Establishes five elected board members from five special trustee election districts that correspond to the county's board of supervisors districts, with four-year terms beginning January 2, 2020.

Designates school board elections as nonpartisan, with candidates listed alphabetically on ballots with no party affiliation shown and all qualified voters eligible to vote regardless of party.

Requires candidates to file with the circuit clerk by 5:00 p.m. on March 1, 2019, and every four years thereafter, paying a $15.00 filing fee, with the highest vote-getter declared elected.

Provides that board vacancies be filled by appointment within 60 days by whichever entity (municipal government or county board of supervisors) has the higher number of students in that district, with special election procedures if the unexpired term exceeds six months.
