Amends Mississippi Code Section 29-3-92 to clarify when school districts can use eminent domain to acquire easements for access to sixteenth section lands or lieu lands.

Allows school boards to purchase necessary easements for access to sixteenth section lands, with property purchases exceeding $50,000 required to be at or below fair market value as determined by the average of at least two independent appraisals by certified general appraisers.

Restricts eminent domain use against private landowners to only situations where the sixteenth section lands are not directly accessible to a public roadway.

Takes effect upon passage.
