Amends Section 19-11-21 of Mississippi Code to authorize counties to make emergency expenditures for settling lawful claims for personal injury or property damage where the county is legally liable.

Excludes claims arising from the operation of any public utility owned by the county from the emergency expenditure authority.

Requires the board of supervisors to adopt a resolution by unanimous vote of all members present stating the facts constituting the emergency and entering it in the minutes before making such expenditures.

Authorizes the county to borrow money for emergency expenditures and levy a special tax of up to 2 mills on the dollar for repayment of borrowed funds, with notes maturing by March 15th of the following year.

Takes effect July 1, 2017.
