Authorizes retired judges of Mississippi Supreme Court, Court of Appeals, circuit, chancery, county, justice and municipal courts to solemnize marriages, same as currently allowed for active judges.

Exempts retired judges from the $80 license fee for concealed weapon permits, though they must still pay fingerprint processing costs.

Exempts retired judges from renewal fees for concealed weapon permits, matching the exemption already provided to honorably retired law enforcement officers and disabled veterans.

Effective July 1, 2017.
