Adds the Chairman of the Senate Medicaid Committee as an ex officio nonvoting member of the Medicaid Medical Care Advisory Committee

Reduces the number of State Senate members appointed by the Lieutenant Governor to the committee from two to one

The Medical Care Advisory Committee advises the Division of Medicaid on state plan amendments, eligibility, quality of care, and provider participation issues

Committee members appointed by the Governor, Lieutenant Governor, and Speaker must be either health care providers or consumers of health care services, with each appointing authority designating one board-certified physician
