Creates a right for vulnerable persons aged 21 and older to receive and refuse unrestricted private visitation with relatives and interested persons who have significant, ongoing relationships.

Prohibits guardians from denying or limiting reasonable visitation between adult wards (over 21) and interested persons if visitation serves the ward's best interest.

Allows interested persons denied visitation to file petitions in chancery court, which may compel visitation unless the vulnerable person objects, the petitioner has proven abuse history, or the person lacks capacity to decide.

Requires courts to treat petitions as expedited cases if the vulnerable person's health is in significant decline or death is imminent, and allows courts to award attorney fees and costs against those knowingly isolating vulnerable persons.

Requires guardians to notify family members (spouse, adult children, parents, adult siblings) of adult ward hospitalizations exceeding three days and of deaths and funeral arrangements.
