Requires a probable cause hearing before a circuit court judge before issuing an arrest warrant against teachers, certified jail officers, counselors at adolescent opportunity programs, or sworn law enforcement officers for crimes allegedly committed while performing official duties.

Grants the accused the right to appear at the hearing with legal counsel (at their own expense), hear evidence against them, present evidence, and testify on their behalf, with all testimony under oath.

Allows arrest warrants to be issued without a hearing if the judge determines there is significant risk the accused will flee jurisdiction or poses a threat to public safety.

Permits judges to determine probable cause with or without a hearing (at the court's discretion) for arrest warrant requests based on complaints from non-law enforcement officers.

Takes effect July 1, 2017.
