Reenacts the Mississippi Telephone Solicitation Act (sections 77-3-701 through 77-3-737) to regulate telephone solicitations and protect consumers from unwanted telemarketing calls and text messages.

Requires telephone solicitors to purchase access to a "no-calls" database maintained by the Mississippi Public Service Commission and prohibits calls to consumers who have registered their objection to solicitations.

Mandates that all telephone solicitors register with the Public Service Commission before conducting solicitations in Mississippi and establish authorized solicitation hours between 8:00 a.m. and 8:00 p.m. Central Standard Time, with no Sunday calls permitted.

Sets civil penalties of up to $5,000 per violation for breaching the Act's provisions, with the Public Service Commission authorized to investigate complaints, issue cease and desist orders, and conduct hearings.

Extends the repealer date of the Act from July 1, 2017 to July 1, 2021, allowing the statute to remain in effect through that later date.
