Adds three opioids to Schedule I controlled substances: AH-7921, Butyryl fentanyl, and Beta-hydroxythiofentanyl, while revising the chemical description of synthetic cathinones.

Removes pentazocine from Schedule II and Schedule III listings and places it in Schedule IV as an unscheduled depressant drug.

Adds Eluxadoline to Schedule IV as a depressant drug for control purposes.

Adds Brivaracetam to Schedule V as a depressant substance.

Takes effect July 1, 2017.
