Amends Section 25-9-120 of the Mississippi Code to exempt contracts for entertainers and performers at the Mississippi State Fairgrounds entered into by the Mississippi Fair Commission from review by the Personal Service Contract Review Board.

The exemption is added to the existing list of exemptions from board oversight, which already includes contracts for information technology services, Department of Transportation contracts, and certain Department of Human Services and Child Protection Services contracts.

This exemption allows the Mississippi Fair Commission to enter into entertainer and performer contracts without the board's approval process that typically applies to personal service contracts exceeding $75,000.

No changes are made to the board's composition, authority, or oversight responsibilities for other types of personal service contracts.
