Establishes a secure internet website administered by the Secretary of State to allow eligible voters to submit voter registration applications and registered electors to update their name, address, or other registration information.

Creates a "Preelection Day Voting Act" allowing qualified electors to vote in their county registrar's office from 21 days before an election through 12:00 p.m. the Saturday before election day, with office hours from 8:00 a.m. to 5:00 p.m. weekdays.

Requires early voters to present acceptable photo identification, sign a receipt book, and vote the same way as at their polling precinct; all early votes cast are final and announced simultaneously with election day votes.

Allows candidates and their representatives to be present at the registrar's office during early voting and challenge voter qualifications using the same procedures as election day polling places.

Removes outdated eligibility categories for absentee ballots and adds two new categories: citizens temporarily residing outside their county of residence, and trained emergency response providers deployed during voting periods or state emergencies.

Requires all absentee ballots to be received by the registrar by 5:00 p.m. on the day before the election to be counted.
