Amends Section 59-15-1 of the Mississippi Code to add an exemption for municipal small water craft harbors from tidelands leasing requirements of the Secretary of State.

Exemption applies only to municipal small water craft harbors that do not contain establishments requiring a "gaming license" as defined in Section 75-76-5.

Allows cities with populations of 10,000 or more and municipalities bordering the Mississippi Sound or Gulf of Mexico to establish and operate harbors for small water craft and recreational parks.

Takes effect immediately upon passage.
