Reenacts sections 41-3-1.1, 41-3-3, 41-3-4, 41-3-5.1, 41-3-6, 41-3-16, 41-3-17, and 41-3-19 of the Mississippi Code governing the State Board of Health, its executive officer, and the State Department of Health.

Maintains the State Board of Health composition of 11 members (5 physicians and 6 non-physicians) appointed with Senate advice and consent by the Governor, Lieutenant Governor, and Attorney General from specified congressional districts.

Establishes the Local Governments and Rural Water Systems Improvements Board to oversee revolving loan and grant programs for water system improvements for counties, municipalities, and water organizations.

Prohibits the State Board of Health from enforcing rules that prevent consumers from using personal containers at water vending machines that meet EPA or national standards and dispense tested water.

Extends the automatic repeal date of these statutes from July 1, 2017 to July 1, 2021.
