Requires pet dealers and operators of kennels, stables, and animal shelters to obtain an annual license from the Commissioner of Agriculture, with operating without a license constituting a misdemeanor.

Sets license fees between $50 and $400 annually, with the commissioner authorized to establish different fee classes for wholesale versus retail operations; fees must be deposited in the State General Fund.

Imposes a 100% penalty on license fees for late renewals (more than 10 days after expiration) or late initial applications (more than 10 days after notice of requirement).

Requires licenses to be prominently displayed at each business location and mandates that the Commissioner can deny, suspend, or revoke licenses for violations; authorizes inspections of facilities and animals at any time.

Amends Mississippi Code Section 69-1-13 to add investigation and regulation of pet dealers and animal facilities to the Commissioner of Agriculture's duties; effective July 1, 2017.
