Amends Mississippi Code Section 63-3-809 to extend "move over" protections to United States rural mail carrier vehicles marked with white flashing strobe or amber and red lights that are stationary or signaling intent to enter the roadway.

Requires approaching drivers to yield the right-of-way by changing to a non-adjacent lane when possible on roadways with at least four lanes, or reduce speed and be prepared to stop if lane changes are unsafe or impossible.

Increases maximum fine for violations resulting in property damage or bodily injury from $250 to $1,000, with the enhanced penalty now applicable to violations involving rural mail carrier vehicles.

Clarifies that rural mail carrier vehicle operators retain the duty to drive with due regard for safety of all persons using the roadway.

Takes effect July 1, 2017.
