Removes the requirement for resolution board members to complete election manager training pursuant to Section 23-15-239.

Requires resolution board members to complete training sessions of no more than two (2) hours on their duties to review, handle, and count damaged or defective ballots.

Training sessions must be conducted by the county executive committee or commissioners of election no less than five (5) days before each election.

Resolution board members continue to review ballots rejected by OMR tabulating equipment that are damaged, defective, blank, or overvoted, and determine voter intent.

Effective date: July 1, 2017.
