Amends Section 31-7-1 of Mississippi Code to restore definitions that were inadvertently deleted during the 2016 regular session of the Public Purchasing Law.

Restores definitions for "Public funds," "Commodities" (including equipment and furniture), "Emergency," "Construction," and "Purchase" in the context of public purchasing.

Defines "Emergency" to include circumstances such as fire, flood, natural disasters, epidemics, defective construction, and situations where delay in obtaining competitive bids could adversely impact a governing authority, agency, or public airport safety.

Restores definitions for "Certified purchasing office," "Certified Mississippi Purchasing Agent," and "Certified Mississippi Procurement Manager" based on certification requirements from the Office of Purchasing, Travel and Fleet Management.

Takes effect upon passage.
