Authorizes the Mississippi Department of Health to issue up to five new hospice licenses to qualified applicants between the bill's effective date and July 1, 2017.

Requires applicants to demonstrate good cause for licensure, including capability to serve patients under 18 years of age or provide unique unavailable services in their service area.

Limits new hospice licenses to no more than two per applicant and requires existing licensees to be in good standing with the department.

Exempts hospices from the licensure moratorium if their license was temporarily suspended due to a federal HHS-OIG audit that concluded without penalty.

Extends the moratorium repealer date from July 1, 2018 to July 1, 2022.
