Extends the repeal date of safety marking requirements for anemometer towers from July 1, 2017 to July 1, 2021.

Requires anemometer towers 50 feet or higher located outside municipalities to be marked with aviation orange and white alternating bands on the top one-third of the tower.

Mandates two marker balls attached to and evenly spaced on each outside guy wire, and safety sleeves at anchor points extending seven feet along each guy wire.

Requires ground anchor point areas of at least 64 square feet with contrasting appearance to surrounding vegetation, and fencing if the adjacent land is grazed.

Violation of marking requirements is classified as a misdemeanor.
