Changes commercial fertilizer reporting requirement from quarterly statements to annual statements for registrants distributing fertilizer in Mississippi.

Modifies the reporting deadline so that annual statements are due within 30 days after the end of the reporting year, rather than quarterly deadlines.

Maintains the inspection fee of 25 cents per ton for commercial fertilizers, with a 10% collection fee (minimum $10) assessed if reports and fees are not filed within 30 days of the deadline.

Updates Section 75-47-13 to require annual reports instead of quarterly reports for fertilizer registrants selling to nonregistrants, using the same methods and due dates as the amended Section 75-47-11.

Takes effect July 1, 2017.
