Requires purchases exceeding $50,000 to be advertised for competitive bids on the procurement portal established and maintained by the Department of Finance and Administration, in addition to or instead of traditional newspaper publication.

Allows agencies and governing authorities to advertise bids once each week for two consecutive weeks on the DFA procurement portal rather than requiring newspaper publication in the county or municipality where the entity is located.

Maintains existing bid timelines requiring at least seven working days after the last published notice for bid opening, or fifteen working days for construction projects exceeding $50,000.

Applies to all purchases involving expenditures over $50,000 for commodities, printing, garbage/solid waste/sewage collection or disposal, and public construction contracts.

Takes effect July 1, 2017.
