Extends the repeal date of sections creating the State Board of Funeral Service from July 1, 2017 to July 1, 2021.

Reenacts sections 73-11-41 through 73-11-73 establishing the board's composition (7 members), licensing requirements for funeral directors and funeral service practitioners, and regulations for funeral establishments and crematories.

Requires funeral establishments to obtain written or oral consent from next of kin before embalming or cremating a deceased body, with documentation requirements for oral consent.

Sets specific licensing fees and application fees for funeral service practitioners ($50-$200), funeral directors ($50-$200), funeral establishments ($300-$500), and crematories ($300-$500).

Authorizes the board to discipline licensees through suspension, revocation, reprimand, or monetary penalties (up to $500 for first violation, $1,000 for second, $5,000 for third and subsequent violations) for violations including fraud, unlicensed practice, and failure to comply with regulations.
