Amends Section 93-21-13 to allow courts to issue emergency domestic abuse protection orders effective statewide, in all other states, and in United States territories and tribal lands, prohibiting courts from limiting orders to state or municipal boundaries.

Expands relief available in final domestic abuse protection orders under Section 93-21-15 to include any other relief the court deems appropriate, in addition to existing remedies like restraining orders, custody awards, and monetary compensation.

Creates new Section 93-21-15.1 establishing appellate procedures: appeals from municipal or justice court orders are de novo trials in chancery court within 10 days; appeals from county court orders are on the record in chancery court.

Requires appellants in domestic abuse cases to pay court costs unless appealing the denial of a protection order, in which case costs are waived unless the court finds abuse allegations without merit.

Takes effect July 1, 2017.
