Increases required administrative experience for school superintendents from 4 years to 6 years total, with at least 3 years as a school building principal in a school with an "A" or "B" accountability rating, improved rating, or comparable rating in another state.

Transitions all county superintendents from elected to appointed positions effective January 1, 2019, with vacancies occurring before that date immediately becoming appointed positions.

Authorizes the State Board of Education to issue regulations by January 1, 2018 establishing alternative qualifications for superintendent positions that do not require traditional educator experience or certification.

Applies new qualification requirements to superintendents selected on or after July 1, 2017 who have not previously served as a superintendent or assistant superintendent within the last 5 years.

Takes effect July 1, 2017.
